One such call is made by the IBSA dialogue forum between the emerging powers of the south -  India, Brazil and South Africa -  which held their IIIrd Summit in New Delhi.

Brazil’s proposal to create a South American Security Council is seen as one more step in its plans to become a hegemonic power in South America. Sixty years after the creation of the Inter-American Treaty of Reciprocal Assistance (TIAR), in 1948 in Rio de Janeiro, Brazil has proposed the establishment of a South American Defence Council. President Lula launched his proposal at an appropiate moment: on 4 March 2008, during the diplomatic crisis between Colombia and Ecuador.

On 17 October 2007 the second IBSA Summit was held in Pretoria, South Africa, between the heads of state of India, Brazil and South Africa (IBSA). Parallel to the summit meeting, FRIDE, in close cooperation with the FES office in Brussels, launched an initial dialogue between IBSA and representatives of the EU.
