Don't forget the Gulf

The EU’s fragmented foreign policy towards the Middle East and North Africa is counterproductive not only because it fails to leverage cooperation potential with the Gulf on Mediterranean issues, but also because it encourages the perception of the Arabian Peninsula as an exception and thus denies support to reform efforts in this region.
