The Trio Presidency and EU Foreign Policy after Lisbon

Spain, Belgium and Hungary held the rotating Presidency of the Council at a time of profound change in EU foreign policy structures. This brief takes their experience as a vantage point to look at the interplay between EU and national actors, and sketches out steps to avert creeping disconnect between them while the new External Action Service is set up.
