Spain is in the midst of a threefold struggle. At the national level, it needs to recover both economically and politically; in the regional context, it needs to redefine its role within the frame of a European Union in decline; and in terms of its global stake, Spain needs to find its way as a medium-sized power in a world that is being reshaped by new powers.
