Spain's contribution to Security Sector Reform

SSR has been incorporated in EU external action in recent years, but it still suffers from institutional shortcomings and a clear conceptual framework. Spain contributes to European SSR actively, but it has kept a low profile and, as other European partners, is currently holding back further integration at CSDP level. As the case of EUTM Somalia illustrates, Spain lacks a comprehensive security strategy, it has yet to implement the civilian-military paradigm of SSR, and it has unwisely rushed some important political decisions. Spain should encourage and contribute to the structured analysis of both conceptual and operational aspects of SSR, as new possibilities open with the EEAS.
