Central Asia searches for a new international legal water order

How should the waters of the Central Asian rivers be used? To generate much-needed hydropower electricity in the mountainous countries in which they rise? Or for irrigation in the energy-rich downstream countries? This question has resulted in a security threat to the region. This paper seeks to outline the urgent problems, assess international involvement and look into ways to strenghen the largely absent legal order to manage water resources in Central Asia.
