Development Cooperation / Working Paper
The business as actor in post-war reconstruction
27/10/2009 By Carlos Fernández
The following paper is the product of a revision of the key texts of the DCD-DAC, the European Union and AECID concerning cooperation in post-war reconstruction contexts, and of four case studies undertaken in Bosnia-Herzegovina and Angola which provide concrete examples of the conclusions drawn from the examination of the material.
Its aim is to explain how the international business can play an important role as a development actor in the field of post-war reconstruction, and how cooperation can become more efficient by incorporating businesses into development and peace consolidation strategies through the adaptation of their instruments, and through the circulation of certain principles of humanitarian action within the private sector.
Some recommendations for the Spanish case are also made, aiming to integrate the paper’s conclusions into aid planning and management, particularly the action plan for the promotion of the public-private development alliance.
