Spain, SSC and multilateral governance of the aid system

South-South Cooperation (SSC) is not a new dynamic in the international system of development cooperation, hence it is more appropriate to speak of a resurgence of SSC in recent years.

The impetus to establish its bases has been strongly linked to its development in the multilateral arena. Its very existence and current configuration would not be possible without these spaces for dialogue, consultation and technical support at the regional and global multilateral levels.

However, until now, Northern countries and the OECD/DAC had not shown a deeper interest in SSC or its more horizontal logic. The situation is now changing and SSC has become a priority on the agenda of multilateral agencies and in discussions on aid effectiveness. In the case of Spain, the necessary foundations, as laid by the Master Plan, are now in place to move towards a more holistic approach towards supporting this more horizontal modality.

This comment by Bruno Ayllón aims to provide an overview of the role of SSC in the global governance of aid, explaining the key implications for Spanish cooperation.
