Respect for human rights in the fight against terrorism in Spain

The first measure adopted by President Barack Obama, the closure of Guantanamo, has served to highlight yet again the importance of respecting human rights within the framework of the fight against terrorism. In Spain, the analysis provided in recent reports by UN bodies for Human Rights protection serves as an opportunity to consider whether the policy and strategy adopted to fight terrorism are in accordance with international human rights instruments.

In this context, the Human Rights Plan approved in December 2008 includes concrete measures that affect the fight against terrorism in the national and international sphere. In this Comment, Luisa Barrenechea seeks to analyse whether the implementation of these measures could respond to international recommendations.
