The political dimension of hunger
The High Level Meeting on Food Security has highlighted some of the problems afflicting the aid system, especially the commitment to achieve the first of the Millennium Development Goals. These problems include a lack of complementarity between donors or between UN agencies and competition for resources (especially between the FAO and the PMA).

This Comment by Manual Sánchez-Montero highlights that the process being initiated in Madrid offers an opportunity to rationalise the United Nations system. To that end, the generous financial contributions expected (the promise of 1000 million euros each from both the European Union and the Spanish government are examples to follow) ought to be accompanied by a follow-up process between donor states and the High Level Task Force.
The payments ought to be accompanied by criteria to ensure a balanced and correct identification of priorities (without any interference from the interests of agencies or donor countries), mechanisms of accountability and the participation of different interest groups related to food security.
