Reflections on the reform of the spanish foreign service

This Working Paper from Carlos Espósito presents diverse themes related to the process of reform of the Spanish Foreign Service, with the fundamental aim of generating a public discussion on a reform which was began in June 2004 with the creation of the Commission for the Comprehensive Reform of the Foreign Service.

Assuming the necessity of reforming the Foreign Service, in this document Espósito examines the nature of the reforms which must take place, and the model of the Foreign Service which should emerge from the process.

In terms of this model, it considers specifically how Spain’s foreign policy should be determined, and the relevance of the principle of unity in foreign relations.

Carlos Espósito is Professor of International Law and International Relations at the Law School of the Universidad Autonóma of Madrid (UAM). He was also Advisor and Deputy Director of the International Law Department, Spanish Ministry of Foreign Affairs and Cooperation (2001-2004). Carlos Espósito holds a J.D. from the University of Buenos Aires (1989), PhD from the Universidad Autónoma of Madrid (1995) and a Certificate from the Centre for Studies and Research of the International Law Academy at The Hague (1997).
