Haiti: voices of the actors, a research project on the UN mission

When the international community intervened in Haiti in 2004, first by sending the multinational force and subsequently United Nations Stabilisation mission in Haiti (MINUSTAH), the country was neither at war nor at peace. Rather, it was in the throes of a social rebellion against an oppressor and a struggle by former military leaders to overthrow this power.

This Working Paper from FRIDE analyses the violence in Haiti and the response of the international community involved in implementing the MINUSTAH mandate. The information gathered in the interviews allows the actors to make their voices heard on many aspects of the situation in Haiti and to communicate their ideas to each other.

The following points are discussed in detail: establishing a secure and stable environment; defining the Haitian context, police reform, the disarmament, demobilisation and reintegration programme, community-based violence reduction programme, maintaining order and restoration of the rule of law and the protection of civilians. This report also offers a series of recommendations on mandate of MINUSTAH.
