Book presentation: "La guerra y la paz"

Charles-Philippe David, professor of Political Science and Chaire Raoul-Dandurand of Strategic and Diplomatic Studies at the Quebec University, in Montreal, presented the new book "La guerra y la paz" ("War and peace"), published by Icaria Editorial and FRIDE.

 

Mariano Aguirre, Director of Peace, Security and Human Rights at FRIDE and Pere Vilanova, Professor of Political Science at the University of Barcelona, also participated in the event with journalists and experts in the field.

The book offers an important tool for understanding the current international system, as well as decision-making processes in the fields of foreign policy, security, humanitarian action and development.

According to the author, the world is experiencing a global transition where order and disorder (peace and war) prevail. There are still too many armed conflicts but, at least statistically, these are lessening, probably due to peace missions. He emphasised the need, however, for a generational commitment (at least 25 years) in peacekeeping missions in order for them to be effective, if not, in order for them not to be counterproductive.

Countries such as Afghanistan and Iraq will take a very long time to come out of the crisis, and once the US has somewhat withdrawn, the European Union, NATO and the UN have to ensure that these crises are not forgotten.

The author also touched on the subject of the “long and unpredictable” run-up to the elections in the United States, suggesting that the change in government will imply more of a change in tone and diplomacy than a change in policies. The Bush legacy in terms of national security and defence is likely to continue its course.
