Is the sectoral approach an effective instrument for co-operation? the case of spanish cooperation

Development cooperation is channelled through different aid tools; one of the most recent ones is the Sectoral Approach.

It is a new approach, a more comprehensible one, to grasp development, including values such as appropriation, national sovereignty and policy consistency. By applying this instrument in certain countries, results could be assessed and risks could be identified.

In the case of Spain, its experience is still quite limited and it entails a challenge, but its use may improve aid quality.
