Policy Coherence with Development Objectives in Spain

The 2005-2008 Spanish Master Plan for Development Cooperation marks a major milestone in Spanish development cooperation as it represents a crucial and necessary shift, from aid policies to development policies.
This substantial change in the development cooperation policy seeks to clearly define the goals and priorities of Spanish development cooperation and to establish some criteria regarding intervention, which will be used as action guidelines.
