The HRI, an initiative from DARA International, focuses on the members of the OECD Development Assistance Committee (Australia, Austria, Belgium, Canada, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Japan, Luxembourg, New Zealand, Norway, the Netherlands, Portugal, Spain, Sweden, Switzerland, United Kingdom, United States, and the European Commission) contrasting their performance with that established in the Principles of Good Humanitarian Donorship, defined and approved by the donors.
Although the HRI is an initiative of DARA financed by its own resources, the methodological design for its creation involves the participation of a multitude of actors in the humanitarian field (governments, NGO’s, United Nations agencies, experts, etc.), who provide data, opinions and experiences that will put into focus the snapshot of international humanitarian assistance.
The HRI is a new tool for donors which will offer practical information to improve the effectiveness of the humanitarian response. In summary, the purpose is to provide extensive, detailed information about the performance of donors in order to better understand the strengths and weaknesses of their actions and therefore, improve the efficiency and quality of their individual and collective initiatives.
The information presented in the report aims to promote active political dialogue and the search for collective answers to an increasingly complex reality. Also, it provides accurate information that will increase the donors’ transparency and accountability, essential elements for a better implementation of the humanitarian actions.

Silvia Hidalgo is the Director and one of the founders of DARA (Development Assistant Research Associates), an organisation focused on the evaluation and improvement of policy and practice in the area of humanitarian action and development. She is member of the European Evaluation Society and the Active Learning Network for Accountability and Performance in Humanitarian Action (ALNAP).

Augusto López-Claros is Project Director for the Humanitarian Response Index. He was Chief Economist and Director of the Global Competitiveness Programme at the World Economic Forum in Geneva during the period 2003–2006. In this capacity, he served as Editor of the Forum’s Global Competitiveness Report.
