Civil society and collective security

The report from the High Level Group, despite recognising their contribution to strengthening the UN as an institution of global governance, does not give non-state actors a true political role legally formalised in the context of the Organización.

The report hardly references the role of civil society. In the opinion of Luis Pérez-Prat Durbán, above these foundational criticisms, a question that must be discussed is: what can non-state actors contribute to the field of collective security?
