The iberoamerican summit in Salamanca: from a cultural community to a political alliance?

The 15th Ibero-American summit, which took place on the 14th and 15th of October in Salamanca, represented, as Spanish Minister Miguel Ángel Moratinos said, “a qualitative leap forward” for the Ibero-American Community of Nations, transforming it from a debating club into an international organisation with political aspirations.
However, this objective contrasted with the differences between the many states of which it is composed – from parliamentary monarchy to socialist republic.
According to Susanne Gratius the Salamanca summit reaffirmed, yet again, the leadership that Spain has in the Ibero-American Community, its principle platform for gaining influence in the international community.
