Climate change and development cooperation

Climate change is a current problem and is intimately connected to poverty increase. Policy options include alleviating the causes and adapting to the consequences.
Spain has embarked on a series of multilateral and bilateral actions in this direction, but much remains to be done. International development cooperation has to take into account environmental impacts.
It is necessary to define effective instruments; there is a need for more funds, in order to turn declarations into actions; new adaptation strategies have to be added to existing emission control measures; and a fair emissions market has to be established.
