Facing the Victims in the Global Fight against Terrorism

The fate of victims of violent acts contrary to international law stands in urgent need of serious consideration by the international community.
Since 9/11 there has been a significant increase in the number of such victims. The trend is the result of the changing nature of international terrorism (high casualty or ‘catastrophic’ terrorism).
It is also the consequence of an upsurge of national counterterrorism measures several of which are clearly at odds with fundamental principles of international human rights and humanitarian law.
