A Peacebuilding Commission for the United Nations

The main purpose of the present policy paper is to provide an analysis of
outstanding issues that have arisen in the process of establishing a Peacebuilding
Commission, and how to deal with some of them in the light of the importance of
this proposal.
The Commission is the most straightforward manifestation of the
responsibility to protect to the extent that it emphasises the role of non-military
measures in attaining lasting peace. As such, it is essential part of the U.N. reform
package.
Thus, a constructive discussion on how to move forward on remaining
issues is crucial for the eventual success of the Commission and the package as a
whole.
