A UN Peacebuilding Commission: what could be its core functions?

This comment focuses on the conflict preventive role of the future Peacebuilding Commission. For it to be effective it would need to have an independent analytical capacity.
Such a capacity would make it possible for the Commission to bring awareness, commitment and resources to situations that may otherwise develop into severe crises.
