In larger freedom: a second call for a peacebuilding commission

Secretary-General Kofi Annan calls upon the U.N. to enlarge freedom in a world riven by deadly conflict.
In his report ‘In larger freedom: towards development, security and human rights for all’ (‘ILF’) launched on 21 March 2005, the Secretary-General holds that ‘the United Nations must be transformed into the effective instrument for preventing conflict that it was always meant to be acting on several key policy and institutional priorities’ (ILF, para. 83).
Indeed, ‘no task is more fundamental to the United Nations than the prevention and resolution of deadly conflict’ (ILF, para. 106).
How could the UN and its structures better achieve these objectives?
