A Power Audit of EU-Russia relations
Despite its economic strength and military might, the European Union has begun to behave as if it were subordinate to an increasingly assertive Russia. This dramatic change in the power relationship is rooted in the EU's disunity and self-doubt - but both can be fixed. This is one of the conclusions of the first-ever 'Power Audit' on bilateral EU-Russia relations, conducted with the participation of national experts from 27 EU member states.

Afghanistan: Europe's Forgotten War
Ahead of the appointment of a new UN envoy for Afghanistan, the report calls on EU and US governments to overhaul their strategies and strike a 'grand bargain' to stabilise the country. In particular, it urges EU governments to deploy more troops in Afghanistan, to relax restrictions (caveats) on their troops, and to reverse the decline in development aid. In exchange, the US should accept a shift from a strategy based on combat operations to one focused on overall political impact, and the protection of ordinary civilians across the country.

Re-energising Europe's Security and Defence Policy
The Irish rejection of the Lisbon Treaty has cast doubt over institutional reform within the European Union, but EU governments cannot afford to move at the speed of the slowest on defence, and should push for a "multi-speed Europe". Author Nick Witney, who is a Senior Policy fellow at ECFR and former Chief Executive of the European Defence Agency, issues a stark warning about the state of European defence, arguing that "inertia and resistance in the defence machinery" are thwarting the European Union's declared aim to make a real contribution to global security.
