From 2009 to 2011, José Luis Herrero was Head of Mission based in Skopje, Former Yugoslav Republic of Macedonia, of the Organisation for Security and Cooperation in Europe (OSCE). From 2007 to 2009, he was OSCE Head of Office based in Baku, Azerbaijan. Herrero was also Director General and Special Advisor to the Board of Trustees of FRIDE (2003-2006), organisation which he joined after holding several posts at the United Nations, including in Kosovo (1998-2002), Rwanda (1997-1998), and Haiti (1994-1995).
He has a MA in Public Administration from Harvard University and a MA in Political Science and Sociology from the University Complutense of Madrid. In addition, he has several postgraduate courses, including “Leadership in International Organisations”, The Fletcher School of Law and Diplomacy; “Managing Political and Economic Transitions”, Harvard University; and “The International Dimension of Human Rights”, University of London.
