Thomas Carothers

Thomas Carothers, who directs the Democracy and Rule of Law Project at the Carnegie Endowment for International Peace , is an international lawyer and political scientist, and has written extensively on democracy promotion, including "Aiding Democracy Abroad: The Learning Curve" (Carnegie Endowment, 1999), and "Assessing Democracy Assistance: The Case of Romania" (Carnegie Endowment, 1996).
He is also co-editor with Marina Ottoway of "Funding Virtue: Civil Society Aid and Democracy Promotion" (Carnegie Endowment, 2000).
