Has been Spanish Ambassador in Austria; Chairman of the International Advisory Board of the Expo 2000 in Hanover; President of the International Jury for Worldwide Projects; Chairman of the Global Partnership International Association; Chairman of the Club of Rome and Chairman founder of the Spanish chapter of the Club of Rome. He has also held several posts at UNESCO, the World Bank and the OAS.
Currently, he is Honorary President of the Club of Rome; Vice Chairman of the Board of Trustees of the Fundación Santillana; member of the World Academy of Arts and Sciences; Adviser of the Foundation for the Future of Washington; member of the Advisory Board of the Grupo PRISA; Executive President of the Confederación Ieroamericana de Fundaciones; and member of the Executive Committee of the International Institute for Democracy and Electoral Assistance (IDEA).
He is member of the Advisory Committee of FRIDE.
