Joined the Cuerpo de Censores Letrados del Tribunal de Cuentas (1958) and the Cuerpo de Letrados del Consejo de Estado (1959).
Has been Minister of Justice (1977-79), Senator appointed by His Majesty the King (1977-78), and member and Chairman of the Spanish Congress (1979-82).
He is also member of the Advisory Committee of FRIDE.
