In April 2006, FRIDE launched a project to look into the new Spanish Development Cooperation policy, comparing the pledges contained in the government’s 2004 declaration and the commitments expressed in the Master Plan 2005-08 of the Spanish Development Cooperation with actual achievements made by 2006. A consultative format was chosen, using an Internet-based forum. The consultation process involved a triangle of contributions from public officials, civil society and academic experts, all of whom entered into the discussion in a search for the best solutions. More than 42 documents were generated covering 13 themes with the ample involvement of the Secretary of State for Development Cooperation, members of the academic community and civil society.
