He has been Embassy Secretary within the Ministry of Foreign Affairs (1989-1991); Minister-Counsellor at the Spanish Embassy in Tripoli, Libya (1991-1993); Minister-Counsellor at the Spanish Embassy in Amman, Jordan (1993-1996); and Director of the Spanish Interior Minister’s Cabinet Office (1996-2000).
