BA in Law by the Universidad Complutense de Madrid and Diploma in European Studies (Communitarian Law) by the European Studies Institute in Strasbourg.
Joined the Spanish Diplomatic Corps in 1993. Has been Services Chief for Social, Judicial and Humanitarian Affairs (1993-1996), Deputy Head at the Spanish Embassy in Rumania (1996-1998), Counsellor for Disarmament Issues at the Spanish Mission before International Organisations based in Geneva (1999-2003) and Vocal Advisor for the Unity for the Coordination of the Participation of Spain in the Security Council (2003-2004) .

Since the end of 2004, he is Sub-director General for Technical International Organs at the Spanish Ministry of Foreign Affairs.
