The event will be a closed meeting bringing together European and Arab experts to explore perspectives on this increasingly vital component of EU policy. Many observers and practitioners express their concern that European energy security strategies risk cutting across support for political reform and development in producer states and that the economic development of states in the region risks being arrested by rising energy prices.

This seminar will assess whether this concern is valid; and to the extent that it is valid, how it should be addressed.
The meeting will be divided into different segments looking at global trends in the energy security and its effect upon democracy and development, analysing EU policies and drawing upon the experiences of Algeria and Egypt to inform policy recommendations.
