Relations between the European Union and Latin American and the Caribbean are in a moment of transition, thanks to both the changing dynamics of the international system and current realities in each region.
In Latin America and the Caribbean new leaderships have emerged and the governments of many countries have placed social questions at the centre of their agendas. Both development strategies and the configuration of regional integration are being redefined, with new proposals from the Union of South American States (UNASUR), the Initiative for the Integration of Regional Infrastructure in South American (IIRSA), which tackles physical infrastructure, and the gas ring, with respect to energy infrastructure, not to mention Banco del Sur, with addresses the financial arena.
The European Union, meanwhile, has been negotiating a prolonged period of institutional and political crisis, due to the rejection and subsequent reformation of the proposed European constitution. The organisation is now trying to give new momentum to the development agenda of the Lisbon Strategy, while also debating policies to tackle globalisation and considering new priorities with regard to foreign policy and security in the other countries of its neighbourhood.
This seminar aims to promote a framework for dialogue that includes the viewpoints and analysis of academics, technicians and diplomats from both regions, with the aim of exploring the agenda for biregional relations and supporting the formulation and discussion of proposals to deepen inter-regional cooperation. It is hoped that this will serve to support regional cooperation, promote social cohesion in the framework of relations, and shape the network of agreements on which relations between the European Union and Latin America and the Caribbean are based.
