Debate on European Commission's Development Cooperation
Casa de GaliciaMadrid, Spain 22/02/2008
Description
FRIDE hosts a roundtable on the future of the aid of the European Commission, as part of the consultation process within the project "Whither EC Aid? Towards a new approach for the assessment of development cooperation" conducted by the European Centre for Development Policy Management (ECDPM) and Action Aid.
The overall objective of the Madrid workshop is to generate debate amongst a small group of interested stakeholders on the added value and effectiveness of EC aid. It will bring together a small number of Spanish officials, activists and academics to debate EC development policy from a Spanish point of view, as well as the role of Spain in “Brussels”.
Specifically the workshop aims:
- To introduce the consultation project on the EC aid and present the initial findings;
- To test these first findings to stimulate reactions and debate among the participants and stakeholders in Spain;
- To specifically discuss arising issues: a common European position in Accra, the new modalities of outcome-based conditionality and forms of political dialogue, Spanish position towards the EU code of conduct on division of labour, the new set-up of RELEX, DGDEV and the External Action Service “after Lisbon”;
- To generate recommendations on how the quality of EC aid can be improved and how the Spanish development cooperation can be coordinated within the European context.
