Promoting democracy or autocracy? (Barah Mikaïl, European Voice)
03/02/2011The EU's approach has not promoted democracy. Rather, in a sense, the EU's attitude has helped to confirm autocracy. The more comfortable the EU has been with allies in the region, the more these allied autocrats have stuck to their ways. The EU has therefore proven unable to create political openings and, simultaneously, lost the hearts and minds of the public.
